The House of Representatives made the third and final reading that passes House Bill 4791 that would penalize schools requiring permits before taking exams.
The bill, also known as the “No Permit, No Exam Prohibition Act of 2011”, covers public and private higher education schools, post-secondary institutions, and technical and vocational schools.
The said bill prohibits school from requiring students to secure permit before allowing them to take exams as well as requiring them to pay down payment amounting to 30% of total amount of tuition fees for a first semester.
On the other hand, students are still required to pay their dues before the end of the semester. If a student can’t comply, the school is allowed to withhold the official grades or clearances of the student until they are cleared with the payment.
KABATAAN Party-list Representative Raymond Palatino, the principal author of House Bill 4791 said that the law would ensure students’ future of completing their education despite financial difficulties.
Commission on Higher Education (CHED) and the Technical Education and Skills Development Authority (TESDA) will be the implementing government agencies for this bill.
